A self-designed questionnaire administered to a sample of 452 teachers among 16 vocational senior high schools in Taipei City. The samplings thus obtained were analyzed by frequency distribution, percentage analysis, chi-square test. And SPSS 10.0 computer package was used to analyze. The major findings of this study were as follows: The results include the following seven parts: 1.Teachers’ in-service education, in-service training and professional development was a chain cycle, and those were rights and obligations of the whole teachers. 2.The in-service education of teacher was encouraged both in the United States and England, and the web-based curriculum for in-service teachers, which is worthy of emulation. 3.School-based workshops were the most common style of the vocational senior high school teachers in Taipei city。 4.The key factors that affected teacher participation in the in-service education included the location of arrangement, the learning schedule, and the content of the curriculum. 5.The major needs of teachers that were knowledge of teaching. Teachers acceptance of in-service education during winter and summer vacations, pay for learning. 6.There were significant differences in the ways of participating in training among teachers with different backgrounds in gender, seniority, teaching subjects, and type of school. Finally, based the results of the research, the author presented concrete suggestions to the vocational senior high school teachers, the vocational senior high schools, the Taipei Teachers’ In-service Education Center, and Department of Educational, Taipei City Government, as well as recommendations for future research.
