This study intends to discuss the current status of IV&V introduction and implementation in government IT outsourcing, and try to find out the key factors for the three main different bidding classifies. According to literature review, a hypothesis is built for the research, conclusion through questionnaire research and analysis are indicated as follow. The key factors influencing the introduction of IV&V for Consultancy Bidding Project are vendor’s experience, user’s requirement, schedule controlling ability, IV&V recognition and etc.. There are five main factors such as management ability, vendor’s reputation, IV&V recognition, and risk prediction ability for Planning Projects. Collaborated functionality, user’s requirement, supporting ability and other five elements are critical for Construction Projects. In current status of government IT outsourcing, this research result shows most interviewees understand the aim and detail of IV&V, 68.5% satisfied the result after using IV&V implementation, but there is less than 50% accept the service of IV&V vendor’s coordination. In addition, there’s no correlation between project price and its performance with IV&V implementation. For different types of bidding project, the various distinct correlations are also indicated among the influencing segments and project performance elements.
