The development of such evaluation system was done by undertaking a deliberate analysis of related articles on the topics of ongoing development, economics, evaluation of environmental contribution and reward system for environmental contribution. In addition, all cases which satisfied the greening index requirement as specified in the green building audit in year 2004 were also carefully investigated to enhance the effectiveness of the designed evaluation system.This study breaks into three main parts as following: (1) Quantifying the economic value of environmental contribution derived from greening index of green buildings as an attempt to be used for urban ecological improvement. (2) Discussion on the relationship of environmental contribution derived from greening index of green building to the incremental environment carrying capacity. (3) Analysis of the degree of influence of green building development on environmental carrying capacity. At the end of this study, final conclusion was drawn as below: (1) According to a study of primeval arbor in Taiwan conducted by forestry professions, the difference between the observed fixed amount of CO2 and the data taken from existing building-administration was about 4.1 times, which reveals the fact that data in the existing building-administration is not up to date or unrealistic.(2) The appraisal method constructs the construction.(3) The reward policy of greening index of green building should consider the factors like architectural construction and size of building space in order to control the scarce reward resources and to better reflect the value of environmental contribution. A good reward policy should be one that looses the restriction on building bulk only to the extent that the building bulk will allow a better utilization of water and greening environment. A set of practicable regulations for maintaining ecological environment is also very important, and that can be done by taking reference to the related regulations on the use of land in urban planning and urban design.(4) The incremental benefit on environmental carrying capacity as to different types of buildings as a result of increasing greening index of green building are ranked from the highest to the lowest in the order as accommodations, office buildings, schools, and other buildings.The degree of influence of green building development on environmental carrying capacity as to different types of buildings are ranked from the highest to the lowest in the order as schools, other buildings, office buildings and accommodations.The main influential factor to increasing environmental carrying capacity as to different types of buildings is lowering the total floor space to schools and other building, lowering building space to office buildings and increasing greening index to accommodations.
