This research was conducted with documentary analysis, including the U.S. and Taiwan governments’ policies of bridging the digital divide. The contents mainly discussed separately the background, initiatives, positive results, and shortage of policies and the simple comparison of these two countries. There were several conclusions were reached as follows: 1. The issue of digital divide was due to the birth of the internet, the initiators called action for the digital opportunity. 2. The evolution of U.S. government’s policy of bridging the digital divide was divided into unformed period, formed period, and transition period. The main initiatives were including E-Rate, CTC, TOP, PT3, “From Digital Divide into Digital Opportunity”, NCLB, DO IT, …etc. 3. The most vivid positive result of U.S. government’s policy of bridging the digital divide was the rising of the percentage of Households computer and internet penetration. The criticism of the policy from the public was that U.S. government should broaden the definition of digital divide for the sake of closing the real digital divide 4. In Taiwan, the pubic seriously concerned about the issue of the digital divide caused by geographical difference and informational education gap between city and rural area. 5. The evolution of Taiwan government’s policy of bridging the digital divide was divided into unformed period and formed period. The main initiatives including “Bridging the Digital Divide Plan”, and …etc. 6. The most vivid positive result of U.S. government’s policy of bridging the digital divide was the improvement of digital environment. The criticism from the public was that the rules of internet market was immature. 7. According to the U.S. government’s policy of bridging the digital divide, it gave us many inspirations , such as providing the continuous and relevant training for educators and the pubic, complementing online resources and learning materials, emphasizing the educational technology research, refreshing the rules and contents of the E-learning , protecting the online users,and supplementing sustain funding. Finally, based on these conclusions of this study, suggestions regarding the issue were presented to our authorities and other researches for reference.
