It is inconclusive how that trend was conceptualized, what are the different new art concepts been hold? Through which mechanism and management can the new art integrate with the community’s existing culture to create a new identity. Art is a reflection of the society’s material life; human ethics and moral, as well as man’s rich spirit and thoughts. Either the traditional folk art in the past or the contemporary community art movement; they mold a common life style and aesthetic appreciation. Both forms of arts strengthen public participation and create a community identity and locality which bears the community history, culture and unique characteristic. Art has demonstrated functions which require re-examination on the correlation between art and social issues. And community movement is entering into a new phase of development since the community building initiatives was introduced to Taiwan twelve year ago. This study will endeavor to reason the identity and locality result from the interaction between the genre public art and community building movement, and search for a deployable management pattern of such result.
