Under such approach, the blueprint from the design unit lacks communication to the construction unit during the planning and designing phase, thus causing the problems of constructability for the construction unit at the construction site. A vicious circle of using improper blueprint repeatedly is formed due to the lack of feedback between the construction and the design unit, seriously jeopardizing later phases of construction. On the other hand, the current approach of Design-Build (DB) subsumes the design and construction units into the same team to enable cross consultation by introducing the professional knowledge of the construction unit in the planning and designing phase in order to improve the quality and constructability of the design and smooth the execution of the project. The propose of this study is to introduce the concept of Concurrent Engineering into the planning and designing phase of the designing process, eliminating the interface barrier caused by the lack of information to improve both design quality and site constructability. To achieve such goal, this study shall review current literatures and summarize them into activity items for the designing and planning phase and introduce the concept of Concurrent Engineering to summarize the planning and designing activity process according to the relation between activity items. Based on the approach described above, we focus on the cost-related activities in the planning and designing phase and establish a System Dynamic Simulation Model with systematic thinking. This study uses questionnaire investigation to analyze the linear equation of fuzzy regression between activity sensitivity and design schedule to describe the relations between the variables of the dynamic model established above. Then we discuss the relation between design activity items in a concurrent environment using System Dynamic Simulation. Through the simulation results, we are able to understand the influences of introducing the concept of Concurrent Engineering into the planning and designing phase and reveal the sensitivity to the information change for each activity item in a given design schedule. This study shall explore the key activity items which influence the Concurrent Activity Design Process according to the results of simulation and discuss their influences on the design activity items to provide information for the decision maker about which design activities need more supervision and the degree of influence between activities when applying Concurrent Engineering to the design process.
