Additionally, introduction of an online National Health IC card requires considerable investment in medical information resources, thus posing a significant challenge for medical administrators. Given the peculiarities of the National Health Insurance and specialization of medical services, clinics have difficulty in selecting the most appropriate information vendor to outsource its medical information requirements. The evaluation model developed in this study comprises two stages. Analysis Hierarchy Process is used to determine the relative weights of initial criteria and then a shortlist of vendors is used by the Grey Relational Analysis in the first stage. Modified Delphi technique is used to identify the most appropriate evaluation criteria, and then ANP theory is applied to determine the objective weight values in the second stage. Additionally, ANP theory is applied to calculate and rank the best efficiency in the medical information system (MIS) vendor model. The proposed can provide primary clinic administrators with a decision-making and evaluation criteria that actively encourage the medical sector outsource to information technology contractors. Furthermore, an ANP model can assist the primary practitioner in similar muilt-criteria tasks in an objective and systematic manner when selecting appropriate information software firms.
