Under this circumstance, a massively information systems need to be built up so that the operations would be on the way to reach the efficiency. However, the system of operation has not been regulated in a standardization and rationalization way yet. In this thesis, the DoDAf, which has been used successfully in Department of Defense and government departments of U.S.A., is introduced at first.
