In order to secure the flowing capital, various kinds of new global governance have been promoted by many groups. Besides, the issue of labor rights has been arisen. International trade unions propose the cross-national collective bargaining strategy. Signed by both labor and the management after their negotiation, the cross-national collective agreement will become the common managing standard of multinational enterprises while investing in other countries. The cross-national collective bargaining, which frames a structure through the social partnership and the social dialogue, has been shaped in the European Union. The collective agreement has been also subsumed in the European legislation. Therefore, the cross-national collective bargaining is not only bunkum. Under the transition of globalization, it implies the value of the governance over global labor affairs. Literature on the cross-national collective bargaining mainly focuses on describing the cross-national collective bargaining within different industries, attempts to build the cross-national collective bargaining framework, and discusses strategies of the international labor movement. Generally speaking, the role of the cross-national collective bargaining gradually becomes important under the context of globalization. Hence, according to the European collective bargaining and the cross-national trade union movement, this study analyses how the cross-national collective bargaining becomes the governance over global labor affairs, its influences, and diverseness and similarity of different cross-national collective bargaining types.
