In order to understand the relationships, the questionnaire is used to collect and analyze data in this study. And then, the conclusions and suggestions are provided to the authorities, training institutions, and companies. This research targets are the participants in the “Industrial Manpower Investment Plan of 2007.” 753 questionnaires were released and 60.06% is valid. The results are summarized as follows: (1) Emotional intelligence is significantly positive related to learning satisfaction. (2) Emotional intelligence is significantly positive related to training transfer effectiveness; emotional intelligence has a significant positive influence on training transfer effectiveness. (3) Learning satisfaction is significantly positive related to training transfer effectiveness; learning satisfaction has a significant positive influence on training transfer effectiveness; learning satisfaction has a partial mediation effect between emotional intelligence and training transfer effectiveness. (4) Perceived organizational support is significantly positive related to training transfer effectiveness; the interaction between interpersonal relationship of learning satisfaction and perceived organization supporting has a significant positive influence on job commitment of training transfer effectiveness. The suggestions are summarized as follows: (1) The company should pay attention to the employees’ ability of emotional intelligence. (2) The company could create a supportive environment for its employees. (3) The company could hold some readings periodically, give direction, and arrange action plans for employees to promote their job commitment. (4) The authorities and training institutions could hold symposium or job experience sharing to promote teachers’ teaching skills and quality. (5) The authorities and training institutions should pay attention to labors’ training needs analysis. (6) The training institutions could hold some party and pay attentain to trainees’ relationship adaptation.
