Certainly information technology played an important role in medical industry. Now medical environment, hospitals input a large amount of fund into information technology, but information technology is that information department of the hospital planned , constructed and executed and information department is extremely important to the information technological investment decision of information. The performance of the information department will influence the whole performance of the hospitals. Information department''s performance was measured that pay attention to financial indicator, such as ROI and ROA. in the past list of references and all used the traditional performance indicator. Hospitals information department''s performance was not only measured financial indicator, but also paid attention to performance of invisible assets. The adoption of BSC was measured tangible and invisible assets. Begin Balance score card was constructed for circulation type structure of influence each other, but develop but forming stratum type relation in accordance with different organization''s characteristics later. This research considers department''s characteristic of the information of the hospital is to belong to the performance of nonprofit organization. General customer construct was divided internal customer and external customer. The research refer to customer construct surface hospital internal employee not about the external customer, propose one stratum type study structure, customer construct make up internal customer construct put on top clearly, the second financial construct, the third internal processes construct, the lower floor learning and growth construct. Finally, this research investigated the follow-up real example according to this research structure, it discovered it is different proposes the structure and real example investigation result. Though possess the stratum type relation structure, but financial construct and internal customer construct were put on top to influence by internal processes, the middle is the internal processes construct, the lower learning and growth construct the surface.
