In Taiwan, there was one cross-border marriage in every five new couples in 2005. In the same year, 13% of the babies were born to the foreign origins mothers.It is important to enforce reproductive health informations and services to these female immigrants through the primary health station workers because of their much younger marriage and delivery ages as well as language and culture barrier. The Bureau of Health Promotion has established the ‘Spouses of Foreign Origins Reproductive Health Management System’(SFORHMS) in November 2004, to provide asistance to the primary health workers while carring out their duties. Based on DeLone & McLean (2003) IS Success Model and from the perspective of the user, this paper examines factors that affect the success of the SFORHMS. The sample size for data analysis is 1215. Results indecated that the system use is determinated by computer experience and capability, attitude to information tecnology, trainning, facilitating condition, information quality, service quality and user satisfaction. The user satisfaction is influenced by attitude to information tecnology, trainning, facilitating condition, top management support, system quality, information quality and service quality. Finally, system use as well as user satisfiction affect users’ benefits.
