Furthermore, the non-profit organization ’s attitude toward volunteer is somehow complex: on one hand, the gratuitous nature of volunteer reduces the labor cost of the non-profit organization; on the other hand, due to the multiple motives of volunteering, if they lack the common identifications with the mission and training, volunteers may become the obstacle of administration and leadership, and even become the key-issue about whether the non-profit organization operates successfully or not. (by Chiang , Ming-Shiu, 2003) Compared to the limitation of the government function, there are so much resources from grassroots. The Ministry of Justice look highly upon the operation of volunteer, which can be assorted into four categories by its clients, some for the crime victims , some for the after-care of the parolees, some for the correction organization , and some for the probation office, This research will focus on the volunteer for the probation office,to discuss with the relating effect about their perception to the management practices satisfaction, the atmosphere of the bureaucracy, and their working attitude. In the administrative system, this research mainly explore to these items as below: the officiary title of volunteer, the awarding system, the educational training, the administrative support, communication and relationship, and their distribution of work, and try to test and verify their aesthesia and effect to each aspect of the management practices satisfaction. This research uses a sampling survey to adult probation volunteers in the district prosecutors office as below: Yun-Lin, Chang-Hwa, Taichung, Chia-Yi, Hwa-Lien, Miao-Li, and Nan-Tou. Totally 175valid questionnaires are collected. The questionnaires are tested and vertified by SPSS 10.1 chinese version statistic analysis software, and reaches to some valuable result such as it proves that volunteer’s aesthesia to some aspect of the management practices satisfaction really affects their working attitude. The author will present conclusion and suggestion after statistic analysis.
