In this study we develop a model of work instructions via cost evaluation and correspond with quality management to reduce maintenance costs. The study uses Taguchi’s orthogonal array (OA) to compare cost of repair options and result counting by main effect method to look for the best combination of levels. Availability to evaluate value to cost, this paper defines as value-cost (VC), finally will capture the optimal combination, it will contrast the meaning of direct cost and VC. For practicability considerations of the study, a decision tree will be utilized to determine better profit regarding risk of probability in a decision situation of a new factor happening. It will be the modification way for the case differentiation during the planning and carrying out. In the work instructions model design of this paper, ISO9001:2000 is to be assumed as a known system of specific documents, the purpose is to demonstrate the work instructions steps fully follow ISO9001:2000 standards. This study utilizes the output model to evaluate costs of qualified maintenance method in order to give owners and vendors better understanding of the overhaul details.
