Among these relative traffic lines, some can substitute for others when the travelers have different starting and destination because of the connectivity of each line. This completed networking is very helpful to settle the contingency and has a great efficiency on the drivers, especially when the traffic accident occurs. In order to make the function of reacting immediately and settling, Changeable Message Sign has to take the responsibility; however, there is no perfect evaluated and constructed planning on this system. Therefore, the study is focused on the efficiency of the substitution for the traffic networking which can utilize the Changeable Message System to generate the benefit of immediateness. The study use the concept of Benefit/Cost ratio aroused from Engineering Economics to predict the efficiency, and then utilize the Incremental Benefit-Lost Analysis which make the new additional investment to do advanced research.
