For instance, try to carry out tactic target by phase, the department to procure achievement, business long term target and distant prospects are tried to stride forward or not. The business operate are following with competitive manage conditions variation, consequently more competitive pressure will manifest out. For this reason, executive manager depends on they experience or business consultant guidance to push International Standards Organization system. But if the system knowledge is not complete enough, just wants pass the certification of ISO. If so, it will lose the real intention on it. The problem is they pass over ISO essence, company needs to find that how to balance each procedure results. ISO and International Automotive Task Force (IATF) have had announce automotive quality technical specification (ISO/TS-16949: 2002) in 2002. The standard stress is to control and get procedure results. To offset imperfection when push on ISO. The key point is how to do the best job when company are push on the certification. Therefore, in this research will try to discuss business use the balance scorecard to measure control system. Try to application on control ISO / TS - 16949 procedure results, to reach the effective management. And expected the research can verify to have a great business not just only for lucky, it musts to build the system of push on management.
