Summary:碩士 === 佛光大學 === 經濟學系 === 95 === Abstract Along with the increased mean lifetime of world population and the reduced baby birth rate year by year, retired persons may have to depend upon their children to provide the required financial support for their retirement life in the future, if the established retirement fund system is not able to achieve its financial target. As a result, it increases the burden of the children and likely reduces the living standard of the retired person. Especially, the college teachers who offer their service to the society in their life time, and know in advance that they may not have sufficient retirement funds supported by the government or the school system, may affect the teaching attitude and reduce the quality during their services. Definitely, it is not a favorable situation and certainly unfair to the scholars. The dignity of the education system will be challenged because life-time contributors to the education system are not able to maintain their retirement life with reasonable living standard due to the poor management and plan of the retirement fund established by the systems. This research was conducted through the affiliation with literature discussion and questionnaire survey completed by the privately established universities, colleges regarding their Scholar Retirement Cares Funding (SRCF) management system provided by the government or College or University. It addresses the problems and draw back of current situation of the SRCF including the operation, organization and fund management and provides information for enhancements of the system. The summary of improvement as follows: 1st , to strength and improve the SRCF of its property management. 2nd, to establish the higher financial management and investment goals of SRCF using expertise to reach the object. 3rd, to revise teacher retirement system to be raises dials system and to increase future receipt of retirement pension. 4th, to announce the investment outcome of the draws back caresses funds at the right moment. To maintain productive forces and to promote the higher education which are the two important topics government focus at this knowledgeable & economical world. The purpose of this paper is basing on the two topics, but to emphasis at current public and private own universities, colleges and institutions, the teacher salary presents obviously variances. In order to maintain the school quality, finding the right way to improve the teacher qualification, solicit the outstanding teacher, and provide the good draw back caresses system plan and suggestion to meet fund objective, will also provide good reference for the future controlling organization to amending the law. We expect the future teacher draw back caresses system can be able to establish at reasonable perspective, then to reach the effective of draw back caresses foundation by correct utilization and management at the private school as well.
