In conclusion, the research recommends that the Bureau of Education should enhance the training program for future principals and directors, build up appropriate and fair systems, supervise and manage more efficiently, encourage teachers for the further education on their specialty, hold mass training programs, and facilitate the communication among schools. As to the school authority, they should be more active with the following: providing sufficient teaching resources, enhancing communication in the organization, constructing a working environment within trust, and promoting the morale of new comers under the instruction from experienced teachers. As to teachers, it is worth trying an administrative position and widening the working experiences. The communication between colleagues and the identification toward the organization should both be promoted in order to improve teachers’ morale.
