The environment of politics did not have a public sphere at that time. In the case of religions,many confrontations between religion and government occurred, for example,the I-Kuan Tao organizations and the Presbyterian churches. The I-Kuan Tao organization was then claimed as an illegal organization for 30 years. Their leaders were forced to announce dismissal of the organization. In 1987the National Government announced the I-Kuan Tao was a legal organization.According to Professor Hei-Yuan Chiu, the purpose of depression on the I-Kuan Tao was a political concern due to the tremendously increased believers in few years. Chiu also clearly mentioned that the legalization of I-Kuan Tao was contributed to the positive opinions from the public sphere,such as the national assembly members, scholars,senior officers and mass media. The objectives of the research are as follows: 1.To understand the course of I-Kuan Tao from beginning of preach to legalization. 2.To study the existence of public sphere in the process of legalization of I-Kuan Tao. The study uses the "historical-structural approach" as a dynamic analytical tool,via changes of state governing types and religious characteristic such as perspective of structures of fistorical development, to investigate the formation of conflicts between the state and the religions and the factors that result in religious legalization.
