In addition, it also studies the difference between different background variables for the opinions about the professional development evaluation on teachers. Through the analysis of questionnaire survey approach to use its results as reference to further implement the professional development evaluation on teachers. The research initially collects the relevant literature to explore, analyze and then establish the research structure. Further to design and plan the research tools and methodology to complete the formal questionnaire, which contained purpose, category, personnel, manner, information collection, the application of result and the difficulties, etc. for the evaluation on teachers. This research adopts principals, directors, team leaders, teachers of the elementary schools of Miaoli County as the research objective. The methodology is to use the stratified sampling to collect the samples. Totally 45 schools and 610 people are sampled as the testing objective. 516 units of valid questionnaire returned with 84.5% as the validity. It is then proceeded the statistic analysis by mean, standard deviation, t-test, one-way ANOVA, Scheffé Method, and it also obtains the information by semi-structure interview to conclude the following outcomes. 1. Teachers think that the purpose of professional development evaluation is mainly the formative purpose. 2. The category of professional development evaluation has the difference between job description and position of teachers and the scale of schools. 3. Structure of evaluation personnel gains the confirmation mostly at the teacher representatives, and principals approve the multiple structure. 4. The form of self-evaluation on teachers receives the greatest confirmation as evaluation manner. 5. It should be objective in the collection of evaluation information and will be different from the education background and job description of teachers. 6. Difference between education background and job description of teachers makes distinction of the encouragement to excellent teacher from the evaluation result. 7. The teachers to assist those who don’t pass the evaluation by teaching improvement gain the greatest supports. 8. The application of evaluation results is different from the job description and position of teachers. 9. The elementary school teachers of Miaoli County are mostly in favor of self-evaluation on each teacher annually. 10.
