However, the relationship among economic variables in the real world is a kind of dynamic complexity situation. The development of the balanced scorecard up to now has been more than ten years. Kaplan and Norton (1992) not only brought up the idea of the balanced scorecard which suggested traditional business performance indicator “financial perspective”, use a lagging performance indicator and the three non-financial indicators, namely, “customer perspective”, “internal business perspective” and “learning and growth perspective” should be taken into considerations as well, but also covers many aspects such as internal and external, outcome factors and driving factors, showing short run and long run effects simultaneously. The balanced scorecard takes in order to create enterprise advantage of competing for mission and strategy concrete action of firm, assists the enterprise focusing on major strategy. And, the fast way of align constrained resources on strategic emphases, the comprehensive examination of effective whether the execution of strategy is good or not through accelerating the improvement of business management flow. According to the aforementioned, the thesis aims to construct and develop the performance evaluation indices of enterprise performance evaluation for domestic aviation service companies in Taiwan. By literature review, expert query form and algorithm, the thesis is to set up some specific subjects may relate to industries more suitable performance evaluation indices based on the balanced scoreboard and examines the applicability of the balanced scorecard in “ Dynamic Management New Model ”, which assists to find out related management problems and provides the direction of improvement. It is conducive to the enterprise further to readjust the resources of dispositional area. As a result, a enterprise question diagnosis and countermeasure table can help companies avoid the lack of focus that results from having too many projects running simultaneously. It can also help companies meet their improvement targets continuously. In addition, it also tunes up a conformance to the demand of performance indicators enterprise’s management at present.
