Summary: | 碩士 === 開南大學 === 企業管理學系碩士班 === 95 === Since technology moves forward fast and industry environment changes drastically and constantly, if an enterprise can not respond to the change in time and take appropriate management model in the business operation, it is going to be marginalized soon; similarly, although enterprises in the high tech industry environment have to cooperate among each other, yet they have to compete each other severely too. Therefore, enterprises in the high tech industry have to reinforce their adaptability of to response rapid change; that is, the enterprise has to seize the dynamic change of environment, to integrate internal resources, to attend R&D and innovation aggressively, and to create products and services of new generation so as to separate the industry competition gap and to take competitive advantages. Hence, this study is based on the National Quality Award of the Republic of China with Total Quality Management (TQM) characteristic, and the evaluation criteria in the Award are used to set up the hierarchical structure of evaluation; meanwhile, expert opinions are collected from the industry, official organization and the academy, and Fuzzy Analytic Hierarchy Process (FAHP) is employed to compute the weighted average of each criterion one by one so as to find the evaluation items that need to be emphasized and reinforced when enterprises in the high tech industry have to face the competitive environment. In this study, the obtained relative weighted averages are sorted, and experts from all the fields regard consistently that the two major evaluation criteria, “Business operational performance” and “Leadership and business operational concept”, are the most crucial focuses by the high tech enterprises among the eight evaluation criteria in the National Quality Award; moreover, the weight of “R&D and innovation” evaluation criteria has greatly exceeded the weight of the original National Quality Award. And this implies that when an enterprise pursues stable profit of business growth, it has to not only possess excellent management capability of high level management team, it must also strengthen its R&D and innovation as well as enhance its innovative and core competence; all these are the most important keys for an enterprise in the high tech industry to increase its profit. Furthermore, it is found in this study that the experts from all the fields agree on that in addition to dedicating to R&D and innovation and creating products and services that meet customers’ need, high tech enterprises have to emphasize on customer relationship management and market development so that they can be operated in sustaining way. Finally, it concludes that the results of the research can be useful references to the related organizations of National Quality Award; hopefully, whether different evaluation criteria and items should be assigned with different weights and different industries should be assigned with different weight for each evaluation criteria and items should be in full discussion; it is expected that a set of more flexible and more objective evaluation standards can be set up, which can effectively help the industry to display its features and eventually achieve highest effectiveness of performance evaluation.
