The public expect to reduce power cut time and frequency. Therefore, it is important to use non-outage transfer to decrease power cut times and areas. The process of on-outage transfer is described as bellows. First, two switches of different feeders or different substation are temporarily parallel operated according to the necessary of urgent repair, load adjustment, and regular maintenance. Secondly, around 5 to 10 minutes, another normal-close switch is cut to do unlock operate. Finally, the on-outage transfer is completed if there is no effect on loading power during the process. The key technique to achieve safe on –outage transfer on parallel operating on synchronizing phase. If there is no synchronizing phase on operating on-outage transfer, the feeder will be cut off to enlarge the black-out area and to endanger the working safety of fieldworkers. To sum up, the purpose of this study is to analysis the checking methods of synchronizing phase on the both sides of switches during the on-outage transfer. It is to measure the absolute angle for the checking of synchronizing phase; to make sure the function of on-outage transfer and to develop the effect of on-outage work..
