It also means the government has to face the problem that for the urgent innovation for aged or centenary organizations that the government need more deep realization and appropriate researches for those organizations. Taiwan Sugar Corporation is one of this kind organizations. Because the business for making sugar is not thriving any more, Taiwan Sugar Corporation had transformed into diversification in their business management. However, it still lost money in doing business for those years. The purpose of this study is to investigate the impact that the privatization for sate-operated nterprise imposed on staffs, the reaction for privatization, the situation that the learning from organizations, the promises from organizations as well as the influence from civil behaviors in the organizations, and the analysis which contain descriptive and relationship statistics for data. This research expects to provide information for the rivatization for sate-operated enterprise and the logic for staff’s behaviors in the organization as the reference. The conclusion of the study is as follows:1. Employees in the Taiwan Sugar Company have a low degree of the satisfaction toward works. Especially, the staffs who are sixth job level and Career seniority among sixteen to twenty years got lowest degree of satisfaction toward works. It indicated that the staff in the middle level of the company is pessimistic toward company’s future. On the other hand, they also are anxious toward the welfare for employees after the privatization for sate-operated enterprise. Besides, they think they might lose job in middle age. 2. The employees of Sugar Company present the bipolar result for the organizational learning. The result shows that employees of Sugar Company have highly pledged to the organizational learning, but they don’t agree to company’s strategies and its leading method. 3. The pledge from the employees of Sugar Company has positive influence. It indicates that the employees have low desire to quit their job, but it has a negative influence toward the promoting case that would benefit to people who want to retire now. 4. The employees of Sugar Company have positive influence on organizational civil behavior, and thus the company should make good use of this advantage. 5. The organizational learning has positive influence on the promises of organization as well as the organization of civil behavior.
