碩士 === 立德大學 === 地區發展管理研究所 === 95 === The control system of “Urban design” has been included into the detail plan of urban program. According to the 23rd rule of Urban Plan Law: after the detail plan was set , the Ministry Of The Interior and other main plan united drawers are checked and ratified by the Ministry Of The Interior and then put into practice. The rest of cities and counties will be command by its local government. Due to local autonomy, local governments caused many problems about the operation of urban design review, because of the difference of area development style and discrepancy of administration priority which induce the difference of organization arrangement and the authority and responsibility divergence between governments. Thus, this research particularly focused on the efficiency promotion of urban design review mechanism. However, this mechanism is still on the beginning stage except the special municipality, so the main comparing samples are: Taipei, Kaohsiung and Tainan government. By using the parallel comparing method, the key problem of review system can be revealed clearly, and this review system was organized as the committee structure. Moreover, applying the Delphi technique (expert questionnaire) to analyze the cognitive difference in the perspective of the urban design review, the structure of committee and public participation, we can make some strategies which will promote the efficiency of urban design review mechanism. Furthermore, this research will become the reference of Taitung County Government in the future.
