Summary: | 碩士 === 銘傳大學 === 社會科學院國家發展與兩岸關係碩士在職專班 === 95 === This thesis analyzes the core subjects on the basis of Japan’s strategy of becoming a “Ordinary Power,” which in fact include the efforts of launching “Political Reforms,” “Peace Making,” and “Global Contributions,” and take advantage of them with strategic expedition toward normalizing “National Sovereignty,” “Military Force,” and finally “National Image.” These are the strategic goals of Japan’s inclination to seek a significant presence and function on the international stage as a “global country.” The strategies that Japan have adopted to advance toward a “Ordinary Power,” such as US-Japan alliance, the perseverance of sovereignty, and the historical glory , are all precisely underlined by the core value of “the British Model.” However, Japan does not necessarily push ahead the genuine peace, nor does she establish a positive role in East Asian security or achieve a meaningful success. Rather, she provokes much tension and misunderstanding among neighborhood, leading to its final insulation. This even affects the stability of the whole security structure in East Asia due to a rising China that has already generated a huge impact to the rapidly developed economy in the Great China area, and it is also a variable to the integration of East Asia. Meanwhile, the advantage of Japan is greatly disturbed and is undermined as well. On the other hand, from the analysis of Japan’s ambition for normal statehood, her strategic goals, the normalizing the National Sovereignty and Military Force, depend on the choice of her general public. Politics does play as a sole factor. Instead, national image is undoubtedly a key factor leading to the respect of international opinion. Therefore, it is crystal clear that the key point that keeps Japan from being a “Ordinary Power” and expanding political forces are the issue of “history Burden.” The present study hereby integrates the roles of UK and Germany in the international arena as well as the introspection upon her own history from Japan’s general public and builds up a normalization of “British-Germany Model.” That is to say, under the process of “history reconciliation, regional integration, US-Japan alliance, and global affairs participating,” Japan can develop herself as a “Ordinary Power” via this pattern. It not only covers the current structure of US-Japan alliance which enables the strategic security pattern in East Asia to maintain stability, but also meets the need of Japan’s strategies in an effort of gaining the international status she deserves. The more important thing is that she can rebuild her “National Image,” the more it helps to solve dilemma in East Asia and leading to a new direction. If Japan’s strategic goals of being a “Ordinary Power” do not win the support and respect from the international society, then Japan will be far away from the “Ordinary Power” forever. In other words, gaining the common recognition from the international community is to accomplish Japan’s goal, which is also the highest national interest that she cares.
