Should we be concerned about the leak of secrets during the process of information dissemination and sharing? Odom (2003) thinks that most intelligence operations possess the characteristics of secrecy and exclusiveness, resulting in a lack of comprehensive understanding of the problems in hand. In this regard, is the principle—establishing an organization and enhancing its capabilities of renovation and creativity through coordinating new learning approaches so as to formulate policy and structure—emphasized in the theory of learning organization suitable for intelligence agencies? Does the “communication and rebuilding” requirement of knowledge sharing contradict that of intelligence operations? This dissertation analyzes three cases (the attack on Pearl Harbor, the Yom Kippur War, and the 9/11 attacks) in which national security was compromised because of intelligence failure. The ten topics drawn from the analysis are then submitted to 11 experts who have held positions related to national security for more than twenty years. The in-depth interviews with these experts focus on exploring issues such as the suitability of knowledge sharing in intelligence agencies, the effectiveness of knowledge sharing in reducing negligence in intelligence operations so as to ensure national security, and the possibility of forming a learning organization without undermining information security and the nature and characteristics of intelligence. A few theses are proposed. Various suggestions are made to the director as well as the division chiefs and members of intelligence agencies, aiming to strike a balance between information protection and knowledge sharing in intelligence organizations and operations.
