碩士 === 明道大學 === 管理研究所 === 95 === Highway Garden at the specific gardening area in Tienwei Xiang is the biggest distribution place of plants and flowers in Taiwan Due to the output of many plants and flowers is at top of all over the country, this place can not only develop sightseeing of the showplace of plants and flowers, but also provide other choices for the sightseer. However, traffic congestion caused by visitors and vehicles debases the sightseers' recreational benefits. General articles usually emphasize on the evaluations of tourists’ ordinal utility, but lack of currency benefit. Therefore, this research applies Travel Cost Method (TCM) based on the observation of travelers’ expenditures in the event to estimate the consumer surplus. The analysis shows that depending on different wage cost ratio, the average consumer surplus are NT$8,033 and NT$7,092. With the estimation from Tourism Bureau Ministry of Transportation and Communication, which is 1.267 millions of tourists. The Recreation Benefit of Tienwei Highway Garden in 2006 would be NT$10 billions.
