However, traffic congestion caused by visitors and vehicles debases the sightseers' recreational benefits. General articles usually emphasize on the evaluations of tourists’ ordinal utility, but lack of currency benefit. Therefore, this research applies Travel Cost Method (TCM) based on the observation of travelers’ expenditures in the event to estimate the consumer surplus. The analysis shows that depending on different wage cost ratio, the average consumer surplus are NT$8,033 and NT$7,092. With the estimation from Tourism Bureau Ministry of Transportation and Communication, which is 1.267 millions of tourists.
