In fact, there is an interdependent relationship between environment factors and selecting criterion. Therefore, this study regards “the relationship between enterprises and suppliers” as an environmental factor, using ANP to calculate the eigenvector of selecting criterion, and try to figure out the best supplier selecting method. We hope this can provide retailers a norm to choose their suppliers. The main purposes of this study are: (1) to find out “the relationship between enterprises and suppliers” and “the criterion of selecting suppliers” for domestic retailers, and build a model for selecting suppliers by applying ANP; (2) to find out the significant differences of criterion for choosing suppliers, in accordance with the case study on the biggest chain supermarket in middle Taiwan (X chain supermarket); further, to verify the practicality of this model, providing enterprises strategies for choosing suppliers. (3) adopting “suppliers selecting model” to discuss the strategy meanings in accordance with the evaluation of the dairy supplier selection of X chain supermarket. In the initial stage of this study was collecting related literature. Next, twelve experts were asked to fill the first-stage questionnaire, and we chose the representative criterion for suppliers selection. Then, according to the feedback of the first-stage questionnaire, we had a second-stage questionnaire on the domestic synthetic purchasing retailers. Further, we analyzed the factors to select common factors to build “suppliers selecting model”. Finally, we adopted the model built at the earlier stages to have a pair-compared questionnaire in accordance with the selection of X chain supermarket’s dairy suppliers, discussing the interdependent and feedback relationship among environmental factors, selecting criterions and selecting proposals. Through the results of the case study, we conclude that in the relationship between X chain supermarket and suppliers, “policy union”(0.315) is the most important one. Among the criterions of selecting suppliers, the top three are: “quality”(0.251), “cost” (0.193), and “service” (0.144). In the selection of the three dairy suppliers for X chain supermarket, “B supplier” scores highest (0.393). Their superiority comes from their reliable quality, the ability to improve their quality, their facilities and productivity, price competitiveness, the instantaneous reaction on price, being on-time to offer products, flexibility of the product combinations, past achievements and organization management. In the future, it will be more flexible for the purchasing staffs of “X chain supermarket” to negotiate with suppliers by building a coincidence from the purchasing policy, and it will also be easier to come to a common consensus and achieve the target.
