The orginal evaluation procedure includes three stages: (1) the interested company submits its corporate performance measure data through internet, (2) the owners are requested to evaluate three completed projects for each company, and (3) the committee evaluates revelant corporate and project performance. The weights for the three stages are 35%, 35%, and 30%, respectively. This research further validates the procedure for evaluating engineering consulting firms. Four steps are as follows: (1) Review the theories of performance evaluation and refer to the present evaluation mechanism. (2) Interview consulting firms and government organizations to understand their viewpoints towards evaluation. (3) Pre-implement evaluation procedure and analyze the scores. The results show that the designs in the evaluation procedure of three stages are appropriate. (4) Modify certain aspects of the original procedure such as the weights for the three stages and the content of some measures, according to the results of steps (2) and (3). In summary, the procedure is suitable for evaluating engineering consulting firms.Generally speaking, the framework of the procedure still remains the same as the original one. However, the study modified some details of the procedure to make it reasonable and satisfy the requirments for performance evaluation. Through it, the best engineering consulting firms can be chosen.
