In order to maintain the enterprise profits and the competition status, the enterprise must unceasingly continue to promote the new products, which are consistent with the existent and future consumer marketing. As a result, the development of new products becomes more and more important, which is an important factor to keep their business on going. Today ,new product R&D development organizations have gradually adopt the cross-functional work team to develop their new products .If adequate R&D personnel are selected to assign them fitted works, the project team can improve their performances .Therefore ,it is essential to evaluate the R&D personnel of new product development in the beginning of new product project. With the growing rapidly in Taiwan mobile phone industry, it needs to innovate and to improve thirstily to fit in with consumer’s demand on development of consumer electronic products. Refer to the historical documents; it is discovered that “people” is an important factor to the affect the R&D performance. Previous research hasn’t shown the selecting criteria definitely in selecting the R&D personnel of new product development, and there are only the records reserved by face-to-face in-depth interviewing method. The contribution of this study lies in exploring the past related literature and inducing the selecting criteria and dimensions by sending questionnaires. Afterwards, choose a Taiwan mobile phone manufacture and use the “Fuzzy Linguistic Integrating Operation” to compute the score of R&D personnel.
