In this special space-time field, it breaks all frames. From deconstruction to construction, it rearranges and combines original social class, economy, and occupations difference by ethnic groups, religious belief, clansmen relation and festival activities. Taiwan traditional festivals change with the influence of era and environmental transitions. Moreover, the public sectors advocates zealously in recent years, so art festivals have mushroomed everywhere in Taiwan. In order to strengthen integrating and promoting Taiwan culture, Council for Cultural Affairs Taiwan (CCA) attempts to combine and promote Taiwan, Penghu, Kinmen, and Matsu, which contain 23 counties and cities and 2 Directly Controlled Municipalities especially by “2005 Formosa Arts Festivals”. It includes the most north city “Keelung” among them - Keelung Mid-summer Ghost Festival, which is from the tradition local folk festival to the national art festival. This research attempts to take “ Keelung Mid-summer Ghost Festival” for example and bases on “processes of the transition”, “phenomena of occurrence”, and “problems of appearance” from this traditional festival activity. After external factors interfere, such as the public sectors and globalization, local traditional festival and modern cultural art combine and change its original model, even affect local industries. The research aims to discuss mutual relation between development of festival activities and Taiwan social culture from the evolution of Keelung Mid-summer Ghost Festival.
