Such methods as literature review, semi-structural interview and questionnaire are used to my study. Most of my interviewees are government officials, academia, folk, and businessmen who produce and sell equipment for ocean sports. Our talk ranges from policies and laws, conservation and development of environmental resources, organization and personnel resource, to administrative guidance, latent problems, and present fruitage of developing ocean sports. The structure of the questionnaire includes a chart which is made to evaluate developmental policies of ocean sports, a check list for analyzing fruitage of developing ocean sports, background variables and people’s participation. As a result of analyzing study sources, the study concludes as follows: 1. According to the result of the study, the item, “environmental resources,” is listed as the top one and the government’s administrative guidance to school education of ocean sports as the most unsatisfactory item in the evaluation of status quo of developing ocean sports. 2. As for people’s participation in ocean sports, the study reveals that people’s favorite activity in ocean sports is “to play with and in water.” It is also the activity which most of ocean-sport players join and enjoy. For the past three years, ocean-sport participants play with and in water averagely for 8.53 times. 3. As opinions about present development of ocean sports from people with differentbackground variables, the study indicates that except sex, all of age, marriage, occupation, inhabitancy and income have a great influence on people’s opinions about development of the sport. Citizens from different backgrounds have their distinguished viewpoints about environmental resources, equipment, policies, personnel resource, guidance, fruitage, and participation. As a result of the study, some suggestion is advanced to offer the concerned that develop ocean sports and researchers some new ideas.
