Digital content has become the popular subject now because it is highly related to entertainment、education and culture. Therefore, how to manage digital content has become one of the plans the business impel actively. Because the most business don’t know definitely what Digital content management needs, the developers don’t establish a pluperfect system to manage digital content. And the government highly attaches importance to Digital Archive industry now. Therefore, we use Digital Archive industry as the case study in this research. We integrate experience of the academia and the field to treat the factors which affect users to use Digital Archive management system. Because Technology Acceptance Model is usually used to treat the extent users accept information systems, we use this model as a foundation in this research. By reviewing literature, we analyze the constructs and factors which affect users to use Digital Archive management system and add them in this model timely.And we delete the unnecessary constructs and factors by expert’s pretest and user’s test. Finally, we confirm the more important constructs and factors by interviewing experts and analytic hierarchy process(AHP). The research we discover is: 1. The second hierarchy (construct):the highest priority is the「information quality」construct. 2. The third hierarchy(the factors under six constructs) (1)「service quality」construct :the highest priority is「users are easy to search information」. (2)「system quality」construct:the highest priority is「The system conform to user’s demand」. (3)「information quality」construct:the highest priority is「the correct system information」. (4)「perceived usefulness」construct:the highest priority is「The system improve user’s work performance」. (5)「perceived ease of use」construct:the highest priority is「the user is easy to get the results he wants」. (6)「using attitude」construct:the highest priority is「the system is necessary for users」. 3. composite analyze (global priority) (1)construct:the highest priority is「information quality」. (2)factor:the highest priority is「the correct system information」. Therefore, we make the conclusion and address the suggestion by analyzing those reasons. When the business establish or lead-in the system, they will have reference resources and avoid reducing the competitiveness as a result of making the wrong decision.
