It is in urgent need to upgrade to a high technology, high add-on-value farming industry. The local farmers’ associations, which were highly related to the development of farming industry, are faced with fundamental restructuring changes; the only way to survive is through actively transforming and seeking development with models of business management. Therefore, the research for this paper uses “Fu-Shin Farm Warehouse” in the Changhua county, which has been rebuilt into a local farm product exchanging center, as an example to discuss the current status and problems of local farmers’ associations. The main purpose is to find out the critical success factors for transforming and developing the local farmers’ associations and thus provides references for other farmers’ association. The research method for this paper is based on the Delphi technique. From related literatures and in-depth interviews with specialists, a questionnaire was developed with six dimensions and 54 factors. After repeated testing on 20 specialists, some 33 critical success factors for transforming and developing the local farmers’ associations were obtained. Results from this study showed that among the 33 critical success factors, more factors were based on the management ability than on production resources. This implies that only if the management staff works eagerly to develop local specialties, the local farmers’ association can progress positively and become more competitive.
