Using a questionnaire survey method, 321 subjects were selected for the study. Two kinds of questionnaires: “Principals’ professional competence questionnaire” and “schools’ effectiveness questionnaire” were used to collect the data. The data then were analyzed by “t-test”, “one way ANOVA”, “Pearson’s product-moment correlation” and “multi-stepwise regression analysis” The results of the study were as follows: 1. The awareness of the elementary school principals’ professional competence was satisfied, where the highest score was “resource management and application dimension”, and the “curriculum and teaching dimension” was the most dissatisfied. 2. The score of the elementary school’s effectiveness of Changhua County is the highest of them is the principal’s leadership dimension. 3. There is no significant difference between gender and the awareness of the principal’s professional competence as well as the school’s effectiveness. 4. There is a significant difference between age and the awareness of the principal’s professional competence as well as the school’s effectiveness. 5. There is a significant difference between duty and the awareness of the principal’s professional competence as well as the school’s effectiveness. 6. There is a significant difference between school history and the awareness of the principal’s professional competence as well as the school’s effectiveness. 7. There is a significant difference between school size and the school’s effectiveness. 8. The better professional competence of the principal was the more effective the school would be. 9. The most powerful predictor for school’s effectiveness is the administrative management dimension According to the results, some implication on educational administration, elementary school principals and the future researches were suggested at the end of the paper.
