However, there exist many security attacks over a network. Therefore, it is an issue how to assure classified data transmission over a network. According to the current military personnel data transmission process, this study discusses a security issue about classified data transmission over Minet. This study tries to propose a secured process to avoid network attacks, eavesdropping, fabrication, deny and enhance military personnel data transmission security. This study proposes a secured military personnel transmission process which would base on that the military has a public key infrastructure and a certificate authentication mechanism. In this study, a text transformation mechanism is developed and the PGP mechanism is adopted in the proposed process. With these two mechanisms, military personnel data can be transmitted in a secured way to defense network attacks from attackers
