We establish a GIS database for 96 schools and 476 schools buildings in the county. We investigate seismic sources around the Yilan area and identify five seismic zones. Furthermore, we consider two of them, that is, the Okinawa trough seismic zone A and Suao-Hualien offshore seismic zone as the source of scenario earthquakes. We also compile boring logs of school sites and establish a geotechnical GIS database for these school sites. For each school site, a site class is determined in accordance with the “Earthquake Resistant Design Codes for New Buildings in Taiwan.” Given the occurrence of a scenario earthquake, the peak ground acceleration (PGA) at each school site is estimated using an attenuation relation and a site modification factor. In this study we determine seismic capacity of each school building in various damage states by fragility curves and a building capacity modification factor, which is determined by six building features. On the basis of PGA value caused by ground shaking, we determine the damage state of each school building. For the same scenario earthquake, we also calculate the liquefaction potential index at the school site and determine the damage state of each school building induced by liquefaction. We then identify a list of seismic deficient buildings. This study presents a clear overall picture of damage to all school buildings in Yilan County in a seismic event. For a finite resource in each fiscal year, the results of this study will assistant the authority to make an intelligent decision for seismic retrofit of deficient buildings.
