In this study, we investigate the influence of librarians’ background variables on information literacy and the effects of information service. The comparison of the effects of information service has been made for the librarians categorized as high, middle and low groups based on their information literacy. The study also analyzes the possibilities of using information literacy as a tool for predicting librarians’ effects of information service. Questionnaire surveys were employed for the current study. A total of 749 questionnaires were distributed to university and college librarians; among them, 688 questionnaires were returned, with a return rate of 91.8 %, and 680 questionnaires were valid, with a validity rate of 98.8 %. The returned questionnaires were analyzed using the statistical package SPSS Version 10.0 for a variety of statistics including descriptive statistics, independent sample t-test, one-way ANOVA and Pearsons’ product-moment correlation analysis. 1. Conclusions based on the results of this study are summarized as follows: A. The current status of librarians’ information literacy at universities and colleges is generally good; however, the field of “information assessment” leaves much to be desired. B. The current status of librarians’ service in universities and colleges is generally good; however, the field of “the purpose of service” leaves much to be desired. C. Librarians with higher academic degree perform relatively well in “information literacy” and “effects of information service”. D. The span in length of service influences librarians’ information literacy and effects of information service. E. Librarians in management level perform better in “information literacy” and “effects of information service”. F. Librarians in the Department of Reference and Counseling perform better well in “information literacy”. G. Librarians in private universities and colleges perform relatively well in “computer literacy”. H. There is a significantly positive correlation between and effects of information service, and the correlation offers evidence for part of the predictions made in this study. 2. Based on the analysis carried out in this study, suggestions for relevant institutes and individuals are given as follows: A. Suggestions for system of university and college libraries i. To improve librarians’ skills by implementing appropriate working rotation ii. To encourage librarians to pursue advanced studies or to take training course in the related fields. iii. To reinforce in-service training for librarians without majors in Library & Information. B. Suggestions for university and college librarians i. To strengthen information literacy to promote the quality of service. ii. To actively keep on learning to strengthen professional skills. iii. To take advantage of resources of information and technology to gain more knowledge in the specific fields. C. Suggestions for Library Association of Republic of China i.
