The first purpose was to explore the theories and related researches of principals’ transformational leadership and school effectiveness. The second one was to analyze the current development, differences, and relationships of elementary school principals’ transformational leadership and school effectiveness, and the forecast analysis of various predictor variables to school effectiveness among elementary schools. Finally, the results of this study would offer some suggestions for improving the principals’ leadership and school effectiveness of elementary schools. The research method adopted in this study was questionnaire survey. According to literary analysis, the researcher made a questionnaire entitled “Questionnaire to survey elementary school principals’ transformational leadership and school effectiveness”. Sixty-one public elementary schools were selected by stratified random sampling in Kaousiung county and 619 questionnaires were distributed to the elementary school educators. Among the 588 return questionnaires , 583 copies were valid. The usability was 94.18%. The questionnaire data were analyzed by SPSS 12.0 for Windows (statistics methods including arithmetic mean, standard deviation, t-test, one-way ANOVA, Scheffe method, The Pearson product-moment correlation and Stepwise regression). The findings of the study were as follows: 1.The elementary school teachers’ perception of principals’ transformational leadership in Kaohsiung county show the type of Medium-High principal's transformational leadership. The perception of “ inspirational ” is the highest perceived behaviors. 2.The elementary school teachers’ perception of school effectiveness in Kaohsiung county show the type of Medium-High School Effectiveness. The perception of “satisfaction of teachers’ work” is the highest perceived behaviors. 3.The educators who were older, senior or staying in remote schools show higher perception of principals’ transformational leadership. 4.The educators who were older, senior, staying in the smaller schools or staying in remote schools show higher perception of school effectiveness. 5.There were significant medium positive correlations between principals’ transformational leadership and school effectiveness. 6.The variables of ”set up a vision”, “intellectual stimulation” , “ active consideration” in principals’ transformational leadership had significant predictability on the school effectiveness; especially the variable of “intellectual stimulation” showed the highest predictability. Based on the above conclusions, the researcher would propose concrete recommendations on administrative entity of education, the principal of the elementary schools and the future studies.
