Under all quarters gentry's vigorously impetus and support, Changhua County swimming not only in domestic but on international all has the outstanding performance. Especially in 1998, Tsai shu-min in Perth World Cup 200 meters free styles took the fourth, in 1998 the Bangkok Asian Games won the champion, which is the first gold medal of Taiwan in the Asian Games swimming project 200 meters free styles, has established the "Chiang's team members" in the swimming field in Changhua County . Therefore, this became the author’s motive of this study.
The research treats the swimming development in schools and societies in Changhua County from 1945 to 2005 , and adopts the historical research, documental analytic approach, and interviews. The following has been gained and discovered：
1.The aspect of school's swimming development
Changhua County swimming lack for in third schools, the location equipment. There are 243 elementary and middle schools in Changhua County.Within the boundaries of Changhua County, only has 12 schools altogether 11 swimming pools. The swimming pool quantity obviously insufficient. Becase of this reason,it is hard to impel the school swimming teaching or the group teaches the swimming team.
2.The aspect of swimming development within society
Changhua County sports meeting swimwing committee is the main impetus swimming organization. In the location aspect, Changhua city has established the first swimming pool "San-min swimming pool" which was also the origin of Changhua County swimming development place. Changhua County swimming team started to attend the Taiwan Province games, area games, and National athletic games from 1963, and began to have the outstanding performance in 1975. In 1998, they participated the Asian Games and obtained the first gold medal of swimming for Taiwan . Lin chin-hua, Chiang his-hsing are the important public figure of impetus simming.
