This research studies the purpose through SWOT, find out about the present situation of the credit department of farmer’s association. Utilize the concept of the balance scorecard to find out the key performance indicator measurement indicator through fuzzy Delphi and fuzzy AHP in order to strengthen the future operation tactics of the credit department of farmer’s association.
The results of this research are as follows:
The major task of Financial Perspective is "reduce overdue loan", the major task of Customer Perspective is "enhances the credit department of farmer’s association’s positive image", the major task of Internal Business Perspective is "enhances the work efficiency in the credit department of farmer’s association", and the major task of Learning Perspective is "enhances employee’s expert ability".
First ten key performance indicators are including "join voluntary service", "award of agriculture’s school", "overdue loan ", "personnel expenses", " the credit department’s loan amount of money", " consign bus.", "speed of administration process", "employee train expenses", " administration accuracy".
Finally, set up Balance scorecard and strategy map for the credit department of farmer's association. Let the credit department of farmer’s association combine strategy and performance together efficiently, let strategy not only a slogan and achievement efficiency combining together efficient.
