It is the same that people request more in the service quality and events in material life to leisure activities. This results in a lot of pressure, so people want to release and get a more comfortable life. They will go out for the original activity spaces that belong to human beings. Fields and forest are the good places for leisure experience. The hillside in Ruisui Township has abundant natural eco-resources、special landscape resources、cultural resources and local industrial resources, supplying the best leisure、traveling and enjoying places. According to the collected agricultural theories、papers and domestic leisure agricultural management situation, we had questionnaire on each kinds of the hillside resources、experienced activities and the traveling value of the Ruisui Township’s hillside. We also talked about the present leisure-agriculture’s situation and problems with many experts, and did some analyses, and then we found some problems in making use of hillside resources in Leisure Agriculture’s development. We proposed feasible strategies for the managers and government. Following are the conclusions and recommendations of this study: 1.CONCLUSIONS: (1)The Ruisui Township’s hillside resources are suitable for leisure agriculture. (2)The quality of the produce in the Ruisui Township is good. (3)Wu-he area has been delimited for the leisure agricultural area, so the government has put more investment on it. (4)Young people don’t want to stay here, and this area lacks of labor. III (5)The deficiencies in Ruisui Township’s hillside management. (6)The people here have different opinions about resources integration. (7)Whole planning and marketing advertisements are not enough. (8)If we want to develop the hillside’s leisure industry, we must have strategic alliance with the hot spring industry. (9)The problem of people’s recognition. 2.RECOMMENDATIONS (1) Recommendations to the leisure industry’s management: I. The public services need everyone’s maintenance. II. The owner of the leisure farms should have more traveling facilities, which can attract more tourists to come to their farms. III. The environment’s cleanliness is very important. IV. Each kind of businesses must have their own distinguishing features and preventing the hostile competition. V. The owners of the leisure companies are lack of the general ideas of management and marketing advertisements. VI. The leisure hostels and hot spring hostels need clear differentiations. VII. If we want to develop the hillside’s leisure industry, we must have strategic alliance with the hot spring industry. VIII. The farmers and the managers of the leisure industry must be cooperated with the government’s labor training project and become the local area’s narrators. IX. The hillside-leisure-business’ development can combine with preserving health. X. The people here must be re-educated with the hillside preservation and use. (2) Recommendations to the government’s guidance apparatus: I. The budget in public service is not enough; we need government’s help. II. We suggest that the limitation of the total rooms in leisure agricultural area can be opened moderately. III. To improve the traffic problem. IV. Dealing with the lack of water supply. IV V. We suggest that the government sections have to think about the eco-method in architectural designs. VI. We suggest that the government sections have to think about the local material and landscape in architectural designs. VII. Government sections can supply flower plantlet or technical guidance. VIII. Giving some recommendations about resources integration and marketing advertisement. IX. Try to give the young people some chances to do something. X. Using Labor training project to train local eco-narrators. XI. Let the people know the trend of leisure agriculture in the future. XII. Appeals to our government.
