However, all the researches on the organizational change of elementary school so far are short of arguments about the needs of employees. Therefore, this research applies the concept of the needs of employees to the context of the organizational change of elementary school. In order to more clearly clarify the elementary school teachers’ perceptions of the organizational change, based on the need theory, this research divides the contents of the organizational change into five dimensions according to the needs of teachers. In another words, five dimensions of the organizational change are related with satisfying the teachers’ physical needs, safety needs, love and belongingness needs, esteem needs, and self-achievement needs. In addition, this research also discusses how these perceptions of the organizational change would influence the organizational commitment. In the end, using the characteristics of elementary school teachers as moderating variables, this research tries to find out the moderating effects of teachers’ characteristics on the relationship between the perceptions of the organizational change and the organizational commitment. The subjects are teachers of 87 elementary schools in Tainan County. The self-designed scales are used as the tools of collecting data, including internal/external locus of control scale, perceptions of organizational change scale, and organizational commitment scale. This research collects 516 valid questionnaires in all. The data are analyzed and the hypotheses are tested through two-way ANOVA, t-test and stepwise multiple regression. The results of this study show that the teachers’ perceptions of the organizational change in five needs all have positive influences on the organizational commitment, especially the perceptions of the organizational change in satisfying the teachers’ self-achievement needs having the most influence. Furthermore, the teacher’s gender, age, seniority, educational background, post and title and internal/external locus of control also moderate the relationship between the each needs’ dimensions of organizational change and the organizational commitment.
