碩士 === 國立臺灣海洋大學 === 海洋法律研究所 === 95 === The purpose of this thesis is trying to study on the legal protection of foreigners’ rights to work in Taiwan. To discuss working rights issues, it must be in light of the world scale. By the International Labour Organization and others organizations in establishing “core” international labour standards to safeguard these working rights for foreigners around the world in the process of globalization at the present times and have played an important role. In addition, in order to protect the right to work for foreigners in Taiwan, this study discusses how to apply principles of equality and proportionality under the Constitution law to prevent state power from violating it. Finally, this thesis offers several short-term, mid-term, and long-term suggestions to improve labor law and in an effort to protect working rights for foreigners in Taiwan and link it to the new developments in the international community and international legal rules.
