However no amount of educational reform would be possible without the teachers, who should possess solid teaching credentials. Furthermore, the deployment of teachers with the requisite qualifications as well as the enhancement of teaching standards must be carried out through an approval system for teaching qualifications. As such the purpose of this thesis is to analyze the evolution of Taiwan’s system of evaluating tertiary institution teachers, through which we can understand the current systems of the Ministry of Education and tertiary institutions for appraising teachers’ qualification for the purposes of recruitment and promotion. We will also seek to understand the relationship between teachers' professional growth and the development and positioning of tertiary institutions to which they belong, from which we will discuss how their professional skills along with the development of their tertiary institutions may be improved through the teachers’ qualification evaluation system. It is hope that our educational and academic standards will improve as a result. The Regulations on Employment of Educational Workers was revised in March 1997. With the revision, the grading of lecturers in tertiary institutions was changed from “Full Professor; Associate Professor; Lecturer, and Senior Tutor” to “Full Professor; Associate Professor; Assistant Professor and Lecturer”. In conjunction with the said revisions, the Ministry of Education’s Council of Academic Review & Evaluation replaced the “Rules on Approval of Teachers for Universities; Independent Academies and Tertiary Institutions" with the “Rules of Approval of Teachers at Tertiary Level and Higher". The new Rules set out details the procedures for recruitment and promotion of teachers; the appraisal process; the scope of appraisal; the method of calculation of teaching tenure, and rules on handling plagiarism, etc. At present, Taiwan has a standard formula for the recognition and promotion of teachers in her current system of teachers’ promotion and approval. In other words, a teacher would have to possess the qualifications stipulated in the “Regulations for Appointment of Educational Workers” before he could be employed. Furthermore his promotion would have to follow a specific path; hence the said teacher could not enjoy double-promotion, etc. Thus even if a teacher were to excel in his field, he would not be able to enjoy any more than the benefits accorded to his teaching status under the law. The laws on tertiary education have laid a foundation for evaluation committees for all levels of tertiary institution teachers; through the workings of a series of recruitment and promotions, teachers are expected to continuously improve their professional skills. In essence the promotion system for teachers is to provide, through qualification reviews, etc. sufficient motivation to tertiary teachers, thereby driving tertiary institutions to set their own characters and positions. To recap, this thesis contains a discussion of the structure for the system of evaluating the qualifications of teachers at tertiary level or higher, so as to understand the current review and evaluation methods of the Ministry of Education and tertiary institutions and academies in respect of teachers’ promotion, etc. The thesis also contains a discussion of factors to be included during the review of promotion of teachers and on who should carry out the said review based on the respective factors. It is hope that the aforesaid will serve as a reference for the Ministry of Education and various tertiary institutions when carrying out improvements to their system of teachers’ promotion, etc.
