Based on a comparative study, this thesis is to identify the characteristics and the issues of aquaculture industry in Taiwan, Norway and Japan as well as to propose adequate educational strategies for Taiwan to culture the students and professionals to work with its aquaculture industry. The problems of Taiwanese aquaculture education found in this research include: decreasing in students’ enrollment, the small size of aquaculture industry, the courses in school paying more on theory rather than practices, focusing more application on inland areas rather than the sea, and the lack of sufficient educational facilities. In this regard, Taiwan should learn more from Norway and Japan to enhance its educational system, curricula, facilities and the collaboration with the industry. Additionally, the government needs to develop sound policies to encourage the investment from large-scale enterprises, to integrate the scale of medium and small-scale farmers, to implement the relevant certificates system of the aquaculture products, to promote the global marketing for aquatic products and to solve the problem of the manpower shortage as well as to enhance the capability of related research centers in Taiwan.
