In order to master the process and effect of enterprise value, there are two kinds of management systems, which are the Balanced Scorecard (BSC) and the Intellectual Capital(IC). Balanced Scorecard is a kind of measurement tool in general achievement which emphasizes the estimated performance of both the financial and the non-financial. On the other hand, IC can create a high value of enterprise value, which can bring about the competitive advantage becoming the core competitive ability of its survival. This paper is to study the relationships between the intellectual capital and organizational performance of shipping agents and forwarders. There are three main goals. 1.Investigating the various distinctions of shipping agents and forwarders in human capital, structural capital, and relationship capital. 2.Investigating the distinctions of the different sizes of shipping agents and forwarders in human capital, structural capital, and relationship capital. 3.Investigating the relationships between intellectual capital and organizational performance of shipping agents and forwarders. The empirical results are summarized as follows: 1.The distinctions between shipping agents and forwarders in human capital and structural capital are the same, but it is partially different in relationship capital. 2.The distinctions of the different sizes of shipping agents and forwarders in human capital are the same, but it is partially different in structural capital and relationship capital. 3.The verification results in positive correlation between intellectual capital and organizational performance are not overall approved.
