| Summary: | 碩士 === 國立臺灣海洋大學 === 商船學系所 === 95 === The Port State Control on Ship’s Inspection of Oil Pollution to Strictly Day by Day, the Faulted Operation Mode in the Past Which has been a Illegal Behaviour, the Shipping Company Aimed to Defect of Ship for Improvement Which to be Great Urgency, Nowadays the Environmental Conscious has been Widespread Into People’s Mind Deeply,the Oil Pollution that Came From Ship’s Operation, Already to Pay Much Attention by Every Port State Control, to List as a Important Item of Inspection.
The oil pollution from ship’s operation, the main reason that is fuel oil for propulsion of engine and cooling condensed water or leaking water from auxiliary machine,the oily water resulted from mended machinery, these source of pollution derived from ships, if do not have a adequate process, finally such oily bilge water or oil sludge that was pump out overboard, the illegal operation in long term, which caused ocean’s harmed seriously.
Generally the peoples who really not familiar with oil pollution harmful to ocean caused by ship, but service in shipping company, we knew the outcome of oil pollution that accumulate over a long period，that will be destroyed ocean ecological seriously, not only for protect against interest of shipping company but also want to do our responsibility for the society, make effort to improved anti-oil equipment of the ship and education to seafarer,they have to possess a notion of low-abiding and to understand the environmental protection importantly，indeed to change from the faulted operation mode
This study for certain shipping company aimed to self actually deficiency / MARPOL annex I that issued by port State Control and Influence upon Unite State’s Legal Precedent of Oil Pollution with heavy fine 25 million dollars, therefore to submitted our measures of management and proposal,according to proposal for corrected ship’s hard ware - equipments and software – seafarer also to established standard procedure at the same time for their reference and comply with, for the purpose of rebuild confidence of seafarers, to decrease into ratio of accident of oil pollution。
