Especially, peoples who live in the mountainside are threatened by debris flow. According to the report from the Soil and Water Conservation Bureau, there are 1420 potential dangerous rivers of debris flow in Taiwan. Further, there are more than 100 dangerous rivers in Taipei, Nantou, Taitung, Hualien and Yilan. Those dangerous rivers will cause great damage to the people and environment. The research will to analyze the alarm system of debris flow, and assess if this system adapt to set it on the community of mountainside. The research will assess from three section, include commune’s conscious of precaution against natural calamities, the technology to monitor , expense and legislation .On commune’s conscious of precaution against natural calamities ,it adopt questionary investigate and interview in the field ,to comprehend the commune’s sense of environment security and cognition of debris flow , the will to share the expenses by people who live on the dangerous area. The monitor technology section will discuss the variety of system and how to obtain the acquire. Besides, on the legislation section, it review the laws and decrees and debacle announce work. It will try to amend the defect of laws about precaution debris flow, and draw up alarm system work procedures, discriminate responsibility’s attribution.
